CHEMEKETA CHAPTER of the INTERNATIONAL CODE COUNCIL
CONSTITUTION and BY-LAWS
ARTICLE I
Name, Objectives, and Goals
Section 1.
This organization shall be known as the Chemeketa Chapter of the International Code Council.
Section 2.
The objectives of the organization are:
- To place the public welfare above all other interests and to apply the special training,
knowledge and skills of the Building Official, Building Inspector and Plans Examiner to the
benefit of all mankind.
- To encourage all student and alumni members to actively work toward a professional self-image
in the field of Building Inspection and Plans Examining Technology.
- To build up the prestige of the Building Officials, Inspectors, and Plans Examiners to provide
sufficiently qualified personnel, adequately trained, to establish minimum standards of what a
building department is, and to secure adequate recognition and proper place in the administrative organization.
- To investigate and discuss the underlying principles of fire, life and safety elements of
construction, occupancy and location of buildings and related structures within our built environment.
- To develop, recommend and promote uniform regulations and legislation pertaining to
building construction and to encourage uniformity of code interpretation and enforcement.
- To develop, maintain, and promote the adoption of the International Building Code and
related documents, and to become Active Class A or student members of the International
Code Council.
- To actively participate in the effort to improve the knowledge, research of methods, products,
materials and codes pertaining to our professions.
- To advise and assist in the administration of building laws and ordinances.
Section 3.
The goals of the organization are:
- To maintain our organization with dedication to this purpose and objectives to our fullest capabilities
and potential.
- To heighten and expand knowledge within our membership to the needs of the public, building officials,
inspectors, plans examiners, educators and interested parties, thereby providing through ICC, a growing
knowledge of the International Building Codes.
ARTICLE II
Membership
Section 1.
The membership shall be confined to:
- Active Members:
- Students enrolled in the Building Inspection Technology Program.
- Alumni who are employed in any jurisdiction, or employed with private enterprise,
but whose employment is directly related to their respective certification(s).
- Associate Members:
- Any person who is interested in promoting the goals and objectives of the Chapter,
- Honorary Members:
- Any person elected by this Chapter as a Lifetime Member.
Section 2.
Participation in chapter meetings
All active members shall be entitled to participate in meetings, discussions and
to serve on committees. For the purpose of bringing up matters for discussion, all active members may make
or second motions. Active student members shall be eligible to vote on chapter business.
ARTICLE III
Officers
Section 1.
The officers shall be the President, Vice President, Second Vice President, Secretary and
Treasurer, all of whom shall be full time students and active members at the time of their election, and through
out their term in office.
Section 2.
The President, Vice President, Second Vice President, Secretary and Treasurer shall be
elected for a team of one year, with elections to take place in April and commencement and installation of new
officers to be held during the May Chapter meeting.
Section 3.
The Vice President shall fill a vacancy in the office of the President. The Second Vice
President shall fill a vacancy in the office of the Vice President. A vacancy in the office of Second Vice President,
Secretary or Treasurer shall be filled by a majority vote of the membership present at any regular meeting.
Any vacancy filled by a subsidiary officer shall be for the remaining period or portion of the said vacancy.
Section 4.
The Executive Board may consist of up to eleven members, which shall be composed of the
officers of the chapter in addition of up to six (but shall remain an odd number) active members elected by the
membership. The President shall appoint the chairman.
Section 5.
Other Committees
The President, with the advise of the Executive Board, may appoint other committees and shall
designate the chairman, their duties and responsibilities.
Section 6.
A faculty member shall serve as the Faculty Advisor for the Student Chapter. He/She must be a
member of the chapter.
ARTICLE IV
Officer/Executive Board Responsibilities
Section 1
President:
- Presides over monthly meetings and Executive Board meetings.
- Coordinates Executive Board members' responsibilities.
- Coordinates with the Vice President on special projects.
- Coordinates with the Newsletter/Webmaster Chair for printing and distribution.
- Makes the agenda for upcoming meetings.
- Installs new officers at the May meeting.
- Submits annual report to the International Code Council
- Represents the Chapter at other Chapter meetings (ICC, OBOA, etc).
Section 2
Vice President:
- Books speakers for monthly meetings.
- Assumes responsibilities of the President in the Presidents absence.
- Coordinates with the President on special projects.
- Sends thank you letter to guest speakers.
- Gathers information for newsletter and sets format.
- Submits newsletter for review to the president and faculty advisor.
- Sends newsletter to webmaster and copy center for printing and distribution
Section 3
Second Vice President:
- Handles refreshments at monthly meetings.
- Updates information on the chapter bulletin board.
- Sets up events calendar (meetings and meeting places, seminars, etc.).
Section 4
Secretary:
- Takes minutes at monthly meetings.
- Types meeting minutes.
- Keeps current list of members (names, address, phone numbers and email addresses.)
- Maintains expanded list of contacts for the chapter, such as alumni, OBOA members, Building Oficials,
ICC members and other interested stakeholders.
Section 5
Treasurer:
- Manages Chapter funds (deposits, disbursements and reimbursements, etc.)
- Maintains inventory of all chapter goods and supplies
- Advocates for the responsible use of chapter funds
ARTICLE V
Meetings
Section 1.
Regular meetings will be held monthly, on the 1st Monday of each month at a time and place selected by the
Executive Members, to transact such business as the organization may select. Meetings shall be run according
to parliamentary rules set forth in Roberts' Rules of Order. Special meetings shall be held as and when called
by the President or when requested by a majority of the membership.
Section 2.
The order of business of this organization may be as follows:
- Roll Call of officers and introductions
- Approval of minutes of previous meeting
- Communications / Announcements
- Reports of officers and committees
- Unfinished business
- Program of special speakers
- New business
- Election of Officers
- Adjournment
Section 3.
The Secretary of all proceedings and actions that transpire at all regular and special meetlings shall keep
complete records.
Section 4.
Any officer or board member absent from three (3) consecutive meetings will automatically be resigned from office.
ARTICLE VI
Amendments
Section 1.
Proposed amendments to this Constitution and By-Laws may be submitted at any regular or special meeting,
or by mailing the proposed amendments to all members, provided that the proposed amendments shall be signed
by five (5) members of the organization.
The proposed amendments shall be discussed, or read, and all active members notified, and shall be voted
upon at the next regular meeting. Votes may be mailed in by active membership and tabulated with those members
present at the time that the voting is done and shall receive a majority of 2/3 of the vote in order to pass.
Voting eligibility is stated as those members qualified under Article II, Section 1.
Amendments shall be submitted to the Executive Board of the International Code Council for approval. The
effective date of the amendments will be thirty days (30) after ratification of the Executive Board of the
International Code Council.
ARTICLE VII
Dues
Section 1.
Each student member of the organization shall be assessed the sum of Twenty dollars ($20.00) per year for dues.
All dues are due on October 1st.
Section 2.
Each alumni member of the organization shall be assessed the sum of Twenty Dollars ($20.00) per year for dues.

Section 3.
Each associate member of the organization shall be assessed the sum of Twenty Dollars ($20.00) per year for dues.
All dues are due on October 1st.
Section 4.
Any member delinquent in dues for 30 days will be resigned from membership.
ARTICLE VIII
Financial Report
Section 1.
The Treasurer shall render a financial report to the membership on the last meeting of each academic term, and,
in addition, once each month to the Executive Board, or upon request.
